They said it was a Wisconsin political Survey but came up as Amed Insurance Service. I told them I would not answer anything as they misrepresented themselves.
I answered. They were selling car insurance.

I doubt it was misdialed that way since it was on the 2nd attempt, seconds behind the first that they did this.. I think it indicates likely an international caller off-shore scam who is fishing & if so, they're showing a phony caller ID number & kids can do that with free apps these days. I blocked.
