It's a cycle that never stops because the credit agencies and the federal government allow it to happen. This is why most people will never have good credit. That is what the credit agencies depend on so the can stay open. The Federal Government and credit agencies like TransUnion, Experian and Equifax don't give a damn about you unless you have a lot of money.
