Definitely scam. It’s a recording, no claim to any institution that can even issue warrants or address any legal matters. I only heard the voicemail, b I imagine if you called back they wound request PII from you, or money.
Saying I have a legal matter but if you listen to them they are reading it. And I am going to get ahold of them or a warrant will be issued. SCAM!!
