This is an Iristel (VoIP-based?) phone number and it's one of many questionable / spam calls I've received from Iristel users. (Recordings in various languages, robo-calls, and silent calls seem to be the most common.) This one was a silent call, as were the others from this number. The lengths of these calls vary; it's as if someone (or something) is trying to decide if my line's auto-answer is a machine or not.
Someone called me from the number 6139098975 . After the phone quits ringing and goes to Voice Mail they hung up and didnt leave any voice message. I suggest to not answer the phone when the caller phones you. The caller may want to know what time/day you pick up the phone to know when you are home, so they would know when to call you again.
