This is from Syncrony Bank who offers PayPal Credit. It is not from Paypal. Trying to collect payment.
I called the real paypal number they confirmed its a scam
I have received several taped phone messages asking me to contact paypal. The message sounds urgent, but I have had no recent activity or issues on my paypal account. My advice is to not call this number.
Saying it's pay pal. Pay pal uses a different area code number
PayPal help center has confirmed that the text message I received with this number is indeed a spoof and that I should ignore the text.
The caller says they are from some bank and they are calling regarding PayPal Credit. They call many times a day. It's hard to block them because each time they call they use a different number.
