This WAS an Emergency Communication. We had flooding from rain from Tropical storm Ida. This voicemail message stated our city and which school we could go to if we had flooding problems in our homes. Not a scam call.

This time they left a voicemail ""This is only a test."" In some of the earlier comments, people thought this was a valid number because it says Emergency Comm. It is not. It is a robo-dialer checking to see if they have good telephone numbers for their spam calls. DO NOT ANSWER them, no matter how scary it sounds. In this day and age, calls will come with a caller ID from your local municipality if there is a legitimate reason to call, especially for calls in the middle of the night! For people who use mobile phones, the alerts will come via text message as an Amber Alert or Emergency Alert with that annoying tone announcing its arrival.
