I did answer and it was a man I believe asking for money for troopers and first responders. While this is a worthy cause, it's better to go online to donate. When you agree to donate over the phone, they sell your number and you begin receiving calls from everyone wanting a donation.
When an unknown number like the one 9363427458 is calling I never answer. I don't like telemarketers. If it was something important they would leave a voice message. But they didn't. I think it is another telephone ad.
